In reply to your despatch, Confidential, dated

the 15th instant, I have the honour to state that

the Municipal Council of the German Concession in

Hankow maintains a foras of Indian and Chinese polics,

under the direction of a German Superintendent (Herr 0.

Grapow) and an Inspector (Herr J. Lipporte). The former

number 18 men, including a Sergeant-Kajor named Bogh

Singh. The Sergeant-kajor's pay is $50-$55 per mensen;

constables start at $21 with gradual increase to $25 for

good conduct, Dollara 3 per mensen is returned as

deferred pay and handed over, with interest, en completion

of agrement, which is for five years. The Kunicipality

defray cost of pasunges to India on leave or on expiry
